As of May 8, 2026, Singapore has implemented strict new rules for new Executive Condominium (EC) land sales, doubling the Minimum Occupation Period (MOP) to 10 years and scrapping the Deferred Payment Scheme (DPS). These measures prioritize genuine home-buyers, increase first-timer quotas to 90%, and aim to curb investment-driven speculation. 

Key Changes (Effective 8 May 2026)

  • 10-Year MOP: Owners must live in their units for 10 years before selling or renting out the entire unit, up from 5 years.
  • 15-Year Privatization: ECs will only be fully privatized after 15 years, allowing sale to foreigners only after this period.
  • No Deferred Payment Scheme (DPS): The option for developers to offer DPS is removed, requiring progressive payments, which forces buyers to pay higher upfront costs and bank loan repayments sooner.
  • 90% First-Timer Quota: The quota of units reserved for first-time buyers is increased from 70% to 90%.
  • Extended Priority Period: The application period for first-time buyers is extended to 2 years, improving their chances to secure units. 

Findings show that EC is a practical alternative to private condominium. They augur well for the EC market and buyers will feel even more confident that EC are reasonable investments to commit to.
